Use the "Electronics" Kunos app to know when you can activate it on the track. When the DRS icon is green you can activate the DRS and the icon become orange when it's activated (on the wheel HUD too). It's grey when you can't. On a track without drs_zone.ini you can activate it everywhere (even if the symbol is grey). Some tracks have a drs_zone.ini where the use of DRS is not allowed at all (i don't remember which ones).
