Ciao libks no, per usare online alcune macchine ci vuole una certa licenza/patente, offline invece si possono usare senza questi limiti; in ogni caso vanno comprate. questa frase: "You’ll need to have bought the tracks and cars you wish to drive though" dovrebbe voler dire: dovete comprare comunque le piste e le automobili che volete guidare.
