Maybe it's because you could answer 99% of your questions (not only here, in the other quadrillion forums you posted too) in a 2 sec google research by yourself. It's a difference between being not helpful and the displeasure of doing the research you could have done just as well.

i don't know what you want do......if is something to do with track mod or editing, try to contact some of the guys of radiators springs!!!

they are doing some nice job with many tracks, so i think that you can easily ask to them something about the tracks !!!
