GPL: Rouen Historical 2.0 RELEASE!

Ok - time to release this (pre)historic update. Go get it before your neighbour goes Rouen Hysterical, go get it before you grow old, if that has not already happened, or go get it and get your rollators rolling...

Thanks so far to all contributors and picture posters, it's been a priviledge. (Thanks to Ruud for declaring that the thread should be closed and telling us how silly it is that things take time. ) If someone should suggest that the update is being released as much as a nanosecond before it would if Ruud had not been rude, I'll personally drive over his right foot at the Nouveau Monde hairpin in a BRM, (transporter that is).

To be fair, "Rouen Historical 2" has "only" taken around 4 years, and that most of it... nahh read the readme.. In fact I'll let the readme take over from here.
