InSim system has been added to control LFS with an external program

Possible fix for the lagging problems with Hardware Vertex Shading
- Some people needed to use minimum sleep / screen lock / fps limit
- Hopefully they can use default values more successfully now
SHIFT+U camera mode improvements :
- Selecting "follow car" now follows the nearest car
- You can pause and adjust the camera and carry on from there
FIXES :
- /speedreduce and /reducehalf, can use "=" sign instead of space
- doppler bug with chase and heli cameras
- blocked messages still made a sound
Minor changes :
- no drop shadows on overhead names when N key is pressed
- small arrow indicator by selected racer in position list
